Essentially me and a friend were playing on a server with the native server jar file and suddenly it went down. We have spent a couple of hours troubleshooting since last night.
The error: io.netty.channel.AbstractChaneel$AnnotatedConnectexception: Connection refused: no further information:<SERVER_IP_WITH_ISP>/<SERVER_IP_WITH_PORT>
<SERVER_IP_WITH_ISP> is in the format of xxx-xxx-xxx-xxx.static.isp.com.au
<SERVER_IP_WITH_PORT> is in the format of xxx.xxx.xxx.xxx:25565
We have tried:
Checking whether it is still port forwarding (it is)
Checking whether the firewall is blocking it (firewall fully down still doesn't work)
Accessible for him via localhost (it is accessible)
Ensuring that IP address has not changed (it hasnt, it has in the past but not this time)
Checking whether the port is active using a port checker tool, (does not appear to be active)
Checked whether the port is active using netsat on cmd prompt, (does not appear to be active)
Other details:
He is running the server on his computer
The computer is connected to a router extender which is connected to his main router
Both appear to have port forwarding enables for both udp and tcp on both routers
We have played this server with several other people for the past two months but now it seems to be inaccessible
If anyone can help with this error or give us advice on how to troubleshoot this please do.

My guess is a misconfiguration has occurred somewhere around here. It's happened for me and I eventually tackled this problem by removing the extender and digging a trench through my garden to get wired Ethernet in to my server room. Obviously, this isn't the best solution for you.
Check that this is configured correctly, just in case. Some routers can be a real pain with configurations being lost over time.
For example, let's say the server's internal IP [on the extender] is 10.0.0.5, and the extender's internal IP [on the router] is 192.168.0.20. Make sure that in the extender's settings, that TCP port 25565 is forwarded for 10.0.0.5; and on the router's settings, TCP port 25565 is unblocked for 192.168.0.20.
For troubleshooting's sake, try connecting to the server on:
localhost or 127.0.0.1 (on the server PC) (I think this already works, as the server's up (which means that there is no problem with the server software))
10.0.0.5 (on a PC on the extender network, but not the server PC itself) (Remember, this is an example internal IP)
Your external IP, without your ISP's static thingy. If this does work, it could be the ISP's service. You could try to work with them - but that may not be the quickest and most effective way of doing it. I use a DynDNS service called No-IP, which has my external IP set to one of their domains (They have a few, such as example.servehttp.com or example.serveminecraft.net); plus, my router auto-updates it. I prefer it more to my ISP's (Telstra) thing, similar to what you have. (It may be that your external IP has changed, so that xxx-xxx-xxx-xxx.static.isp.com.au or xxx.xxx.xxx.xxx is wrong now. Check your IP using a service like WhatIsMyIP.com to find out if it's changed)
Also, please do check your Firewall settings - on the client, server, extender, and router. Really make sure it's all good. Looking at this StackExchange Arqade question, this exception (error) is most commonly caused by firewall issues.

Thanks for getting back to me, turns out he had order a new router and extender combo which arrived the next day so he set that up before we got to troubleshoot and the new setup worked so unfortunately we didn't get to see what was wrong.
i had the same issue tbh and im running windows 11. What i did to solve this issue was to basically look for any program called "Java" and uninstall it. And then i just installed java again from the website which somehow seemed to work. I think the Forge doesnt know what Java program to use exactly and thats why you should just uninstall and reinstall java again.

That's more of a JVM path/runtime problem (or potentially a Windows Firewall-type issue) rather than network misconfiguration.

Post the entire server log using paste.ubuntu.com and the contents of your startup script.
