Is there a way I can get my server's MOTD to change, say every five seconds, to randomly pick from random phrases set by me, and make it the server's MOTD, on vanilla Minecraft? I don't want to switch to a platform that uses plugins like Paper because I want my server to always update with the latest releases.
You can do it on both Linux and Windows. All you need to do is use your Minecraft server folder and insert a command to change the custom Motd to anything you like.

I meant is there a way to do it automatically?
Yes - write a backround script that updates the file and sends a reload,
