All you've done is mapped the ports to themselves, if I understand it right. That's port redirection, not port forwarding. It's not what you need to do. You need to find the page that lets you map something like this:
<my router outside address> to <fixed internal address of my minecraft server>
Where the router outside address is how the Internet gets to your router (a site like whatismyip can tell you that), and the inside address is the address assigned to your server, either statically (preferred way - it means you select an address on your inside network and make it the computer's ip address) or the address assigned automatically via dhcp from your router.
The port forwarding is done by taking the port (or range) you specify and mapping it to the machine you've set up inside your network. So all traffic to port 25565 is forwarded to 192.168.1.16, for example, and traffic from the outside on that port will pass through to that computer.
