I don't run a ton of plugins, I don't need more than two permission levels (op and not-op), and I definitely don't need a separate permissions plugin. I just want to know how to let people who aren't OP use "/sell" (provided by Essentials) and /lwc. Search engines and wikis have failed me.

You "already said" nothing of the sort. If the list of commands available to an OP is fixed, and the list of commands available to a non-OP is fixed, then why is there a permissions.yml file?

What you're saying directly contradicts what Essentials is saying

Setting use-bukkit-permissions to false, according to this documentation, should disable all permissions plugins and grant the four named commands to all players without OP status.
