Idk what to do, now that I cant edit the old servers ip. My public ip is binded to the one thats deleted, and I can no longer use it on the new one I made. any tips?
Leave the server IP setting in server.properties blank!
This shouldn't make any difference whatsoever. I've got multiple servers all using the same IP in the server properties. Even if i delete one, i can still make a new one with the same details.
The problem here may be that he entered the IP wrong in server properties or that his server is trying to listen on an incorrect IP. A server log should clear this up.
The only time you really need to use the server-ip= line is when you have multiple NICs in your machine and you want to run multiple Minecraft servers on the same machine all on port 25565. Other than that, it does nothing.

Your IP will always be the same for whatever server you run, unless you use some kind of IP changer software.
What do you mean by you can no longer use it?
Can you simply not connect?
Maybe provide a server log.

Also, double check your IP settings by opening command prompt and typing ipconfig/all
