So, I have been putting together a 1.12.2 modpack, and set up a server to test it. On the server (run locally on my desktop), I found a strange issue with excessive chunk updates, which I did not encounter on singleplayer. Specifically, when draw distance is reduced below the default (12), the amount of chunk updates received is increased, and I frequently see 100+ or even 200+ chunk updates in a single second while moving around. I also tested further, and found it occurs in vanilla minecraft (without forge).
Does anyone know of a solution or workaround to this problem? Or am I the only one experiencing it?

PS: This issue seems to occur on 1.14.4 as well
