I am running a pure vanilla (no data pack or resource packs) server on my home Windows 10 consumer version PC. I have the server set to run off my SSD drive and the folder is excluded from both my AV scans (Norton) and Windows file indexing. However, there is still a 2-4 second lag whenever the server saves (every 45 seconds) according to /debug. This happens even when no one is online. Are there any other processes that might be scanning the server files as they're saved that I should look into, or anything else I need to check?
None 1.13 server clients are finished yet, they're all in beta or shouldn't even be used for non-coding purposes. I guess it can be that, try using 1.12.2 and see if that works.

Uninstall Norton, see https://minecraftirc.net/support-articles/known-incompatible-software/
Not good idea to uninstall your anti-virus tho, if you do that please get a new one ^-^
