If he's not cheating: They must be lagging or you have a plugin that is setting their velocity to something too high or your server memory could be really low (if it says that in the console)
If he is cheating: he's probably using a hacked client that's sending crazy velocities as packets.
My guess is that they're using a hacked client.
aAlso he probably didn't teleport himself. Those numbers are probably just the velocity packet's values.
Server is the 1.9 vanilla jar, so no plugins server side.
This log is from the server console. Server has 1gb of ram assigned to it in the startup script. Isn't that enough for vanilla? (8 total players, mostly on at different times)

I've had issues with 1 GB of RAM with vanilla before. As for them cheating, I'd guess not, based on them leaving after moving wrongly several times and the "Can't keep up!" message.
The can't keep up message only seems to appear when more than one person is online, and one or both of them is exploring causing chunks to be generated.
What is a good ram value for vanilla 1.9 with less than 10 players?
This is one of the reasons I dislike vanilla. If it was Spigot/Bukkit, you could use Essentials and vanish then just tp to the player and watch them. That's usually what I do when there is doubt.
1gb is currently not enough for vanilla 1.9. Was enough for 1.8, but not currently.
I have that come up sometimes on my server (Spigot, 1gb), and I know it's just lag, but it seems he did go quite far. Next time he gets on, i'd suggest you spectate him.
