so i just downloaded the 1.9 server file from the minecraft website and it won convert to an executable file. I put it on my new computer and it doesnt work but on my normal computer it does. I have double checked that java is updated i have followed the instructions on the website and I have looked on many forums for the answer but i cant find anything. I have also tryed to launch it from CMD and it cant find the jar.

can you give us a paste bin of your start up script?
thats the thing it wont even start up it for some reason is a jar file and not an executable jar file.
It is difficult to help if you don't give us the script that you are trying to use to start the jar
i tried java -jar server.jar

I think he is double clicking on the jar.
You need to make a startup script that will launch the jar.
Follow this guide exactly step by step and see if your problem still occurs.
