So I have my server, works flawlessly, server is ported, no external devices on my computer that would change my IP or alter anything like that, but it won't work! I don't understand why, but when I put my IP in, it doesn't work. But when I use localhost it does. I don't understand what the issue is. After realising the issue. I deleted the ports and shut down the server and reset everything from scratch to see if I did anything wrong in my haste to get it finished, but there is nothing wrong! I don't understand what's going on, can someone please help me?
If it works locally, but not externally there's one of two things wrong.
1. You haven't port forwarded correctly. (Some ISPs don't even allow this)
2. You have a firewall blocking inbound connections.

Your internal IP could've changed for your computer you're hosting the server on.
Firewall could be blocking it somewhere.

being able to connect to own home hosted server via localhost but not external ip is normal, many routers don't allow you to use the external ip when local.
aslong as you can connect to the server via localhost/local ip and others (people not on your home network) can connect via the external ip, then all is good and normal
See, that's my issue. No one can connect to the external ip.I know my router allows me to access my external ip because I've used it before. My whole reason for starting this page was because I can't get it working again, not for the first time.

The server worked in the past, but lately it's stop working. I haven't done anything new to my router that would cause this. Any ideas?

Your IP the ISP gives you could've changed.
They could have started blocking it.
Your internal IP could've changed for your computer you're hosting the server on.

Ok, so I've used your points to troubleshoot.
-IP change: I've double checked, there's no change there.
-Blocking: I didn't understand what you meant by that so I just went to firewall
-Internal IP change: Nope. IP is the same as always
-Firewall: Nada
