I want to run a server that has the ability to connect a user that's running a 1.8 client, OR a client with FTB mods. the server would have to select which of the two to respond to.
rules:
A) the client version of minecraft is 1.7.10 for forge, and 1.8.x for vanilla. no exceptions.
the program must be runnable from a multicraft interface.
For the most part this is accurate but, if you have the hardware like a Netscreen, Untangled, Sonicwall etc you could get away with only having one IP and do some internal port mapping. Still in the end, each server would need to have separate ports but, your external WAN port could be the same.

As stated above, this is practically impossible unless you have 2 IP Addresses.
What's wrong with having 2 servers on different ports?
Just connect them to a Bungee and the user will choose where to go.
Yes, but bungee requires at least 2 servers present on Different ports.
Your point is? He is trying to connnect 2 servers.
Wouldn't having a Bungee server add a 3rd server to the mix? Not saying this is a bad idea, just pointing the addition of another server.
Did you read the OP?
"C)the servers must be reachable on the same port."
This isn't possible having 2 servers on THE SAME port
