Due to the Dmca with bukkit (and variations) it has not officially been updated for aro und a year now but there are some unofficial updates to the api but many plugin developers are looking at new api for example sponge is looking to be the favourite at the moment.
but as to the speed of plugins being updated and which api they use that is if they are updated only the plugin developers can answer
Granted Sponge is not fully usable thats why I said sponge is looking to be the favourite there are many other api's out there Project Rainbow for example and yes I know many servers use Spigot but as spigot was and still is afected via the DMCA hence why you can no loger download a compiled up to date version of the spigot server from the website you have to compile it yourself
And with a new minecraft version the old bukkit api which is could very well break which would mean a new api would be needed as the bukkit api can no longer be updated

I personally wait 2-3 weeks after a major update before starting the process of updating them.
It's always a pain for server owners when a new huge mc update comes out

Well actually now that I think about it, I use plugins made for 1.2 or something that work in 1.8 so, yeah
