Hello guys. I've been hosting temporary Minecraft servers since Notch implemented multiplayer in '09. I've never had any major issues like this. Since Minecraft 1.2, I have routinely been unable to connect to my own servers. With luck, I'm able to connect no problem about 25% of the time.
If the Multiplayer Servers window says that it "Can't Reach Server", I can still connect to my own server 25% of the time. If it doesn't connect, it simply says "End of Stream", and the servers window lists the status as "Communication Error."
Here's the neat part - I cannot connect to localhost either, but if I try (and fail) to connect to localhost, after it fails, my own server (using IP address) shows up with a 5-bar signal and 0/3 players, and allows me to join with no issues.
Try 127.0.0.1, it usually works for me, unless you have set the ip in server.properties wrong.
Also get the latest version of java, just in case, it works when you get most server errors
Whenever I try to set an IP in the server.properties, it gives me the bind to port error, and asks if there is already a server running on that port. What do I need to put as the IP?
Try a static Ip if you know what yours is, you can either make one (check the port-forward site) or ring up your ISP, it works half the time, do you have a full or Cracked game?
Try setting the thing to offline mode in server.properties then trying 127.0.0.1, it might work, if you want multi, port-forward, simple as pie, only get rakamak (offline-mode auth plugin, needs no mysql) as offline mode allows cracked users to use your name and ruin the server
I deleted the server.properties file, reconfirmed 25565 is forwarded, and tried connecting to localhost. It worked, and seems to continue working. Thank you for your help, diamondtechy.

Leave the IP in server.properties blank. Then run the server and connect with localhost or 127.0.0.1
Do not put online-mode to false unless you want hackers on your server.
Done, and I get "Connection Refused: Connect" with 127.0.0.1, as well as my router's 192.***.*.* address.
