You are removing so many spawners at once that it will crash. You would have to do a bit of work to get them all.
What I did before to remove all the diamond ore from a map (this was 1.1) was used MCEdit and generated the chunks to my border, (now WorldBorder will do that) and used MCEdit's replace command to replace diamonds with gold ore. It took hours to do, but did not crash.
To do that though, you would have to first convert the map back to MCR files, then use MCEdit, then convert it back to Anvil. Overall, it would take hours.
But it does work, if you have the time.
The other option is to just so smaller WorldEdit commands over smaller distances, and just repeat it a lot. Like edit like a 100 block region, then edit another one, then another. It would, if done with small enough distances, not crash the server, but requires a lot of commands.
It has questing system and economy system..
you can kill mobs for quests, and sell mob drops for money...
you can rankup by using money
the problem is.... MONSTER SPAWNER
some players (arround 3 players) afk for hours at their spawner...
its just ruining the economy, they quickly reach the top ranks which is very very expensive....
my question... how do i remove spawners from the whole world...
i tried worldedit /removenear spawner 50000
it crashed the server :/
is there any other way, please tellme ...
already did that, that plugin you linked to is for 1.0.1-R1
my server is 1.2.3
And repeat this command as necessary (I like macros):
Other than that, I can't think of one to replace the actual blocks. You could just disable monster spawns in general...
tested and didnt work
its still crashed the server

The beginning of this guide shows you how to get McEdit for 1.2.3, which will save you a ton of time with converting the world a bunch: http://www.minecraftforum.net/topic/437213-worlds-how-to-have-higher-deeper-worlds-65504-vs-128/
