The Tyrant
The Tyran is the one that gets all the money from everything that is bought. He his very powerfull in terms of influences, and in terms of money. Few will see him, but manifestations are always a way to get him to
He sets the prices for every and each item, and also for the lots. He has no control over the wilderness outside the city, but he can always send his soldiers or friends to hunt down anyone that might be hiding there, or even to destroy illegal reed farms.
The tyrant lives in the top floor of the main city building, the infamous Akalim. He posses a personal elevator, observatory, and most of all, a gigantic dispenser system full of arrows, called the Dispunisher. The Tyrant can use the Dispunisher when he's angry, for fun, or when he knows someone talked in his back. He has 4 swicthes that each activate about 100 dispensers on ONE side of the Akalim.
The Tyrant is subjet to four rules :
1: He must always say yes to a 1 on 1 confrontation, that is set 7,500 silver to be paid by the challenger. However, he can get any items he wants and organise the main room as he wish before the challenge, within some limits. The challenger is not oubliged to fight the Tyrant : he can talk to him privately before and make any deal he want. If the Tyrant is killed this way, he must (and will, by admin magic), give his position to the new person. He is returned to reed farmer status with 1/100th of the silver he had as the Tyrant. If an admin is not on during a confrontation, then the logs will tell the truth. This event can only happen once per day. (Any failed challenge counts)
2 : The tyrant must be online at least 8 hours a week or he will be replaced by the richest man in town, currently.
3: The Tyrant is always submitted to a silent moral code : He must Rp, he must calm down manifestants , he must make insane rules. He must be hated by about any way possible. He is totally not oubliged to pay what he promised. He may not, however, be a complete unfair ******* (such as removing a player's lot). A tyrant may only change this code if all the admins are okay with it.
The crimeboss
This will be a title given to the boss of the underworld, in the wilderness. Using ways to get in the city and in the mind of the poor people, he organises rebellion, tries to get more money than the Tyrant. He is the Tyrant worst enemy.
The crimeboss will benefit from some perks, such as the ability to create shops that allow selling.
PriceList and how It works:
In Tyrania, you harvest your reeds. Then, you sell them to the main city shop for a piece of silver each. And then, you trade the silver at the city main shop, under the Tyrant tower. Upon joining for the first time, a person is given 200 silver, that can be used to buy the smallest lots : 2 x 7 and a small chest, or to make other business. No silver may be given by any mods as a favor.
The main city shop can also accept to buy several specific things:
Reed : 1 Silver
Wheat : 0,5 Silver
Sapling : 0,5 silver
Sugar : 0,5 silver
Bone : 2 silver
Gunpowder: 5 silver
Mossy Cobblestone: 8 Silver
Apple : 100 Silver
Golden apple : 10,000 silver
And sells :
Diamond block : 44,000 Silver
Bucket : 30,000 Silver
Diamond: 5,000 Silver
Apple : 1800 Silver
Gold Bar : 90 Silver
Iron Bar : 80 Silver
Coal : 30 silver
Wood Block: 25 Silver
Stone Block: 25 Silver
Redstone : 20 Silver
Wool block : 15 silver

The map
The map will be quite gigantic. The Akalim stand in the middle of the map and mesures 35x35x100 blocks. Ground level should be set at about Y=20. The main city is big and countains differents lots, ranging from 2x7 to 30x30. It also has a few other building. PVP is the city lots but not the streets, so you can creep up on anyone that is farming and steal their goods. Chest can obviously be protected.
The wilderness will provide people with way more liberty, the ability to find dungeons and things for free, even more space for reed farming, but absolutely no protection. You can be griefed and killed at will there. The crime lord minibase is the only building that is protected there.

So I had this Idea and I plan to make it real if I can. This thread is only made to see if people would be interested.
The whole idea of the server would be based on a tyran (Obviously... me at the start) that would control a gigantic plain, made out entirely of grass flatlands. He has a gigantic palace that takes a big chunk of land. He has a private quarter that only he, his servants and guards can access. On the first floor is the gigantic market : In exange for reeds from the citizen, the Tyran gives them Silver Pieces that they can spend to buy blocks or ressources at outrageous prices. The most expensive item would be buckets, at about 30,000 reeds, because it could create infinite water, a rare ressource. Everyday blocks would go at about 16-32 reeds each. Diamonds at 5000, ect. About everything would be available... and the rest would be buyable by the underground(literally) market, that could be cheaper, or require services...
This land would be sepated in lots, that could be sold to players for once again, outrageous prices. The biggest lands would be 75x75, while the smallest ones would be 3x7. Security (no grief) would be available. Other lots would be available for building only.
The whole economy would be based around reeds and how people would try to get around it : stealing, black market, special immunities, favors by the tyrant and his personnel. Of course it would be a distopia, nothing happy would happen minus a few constructions...
Maybe one day, the tyrant could be overuled, society changed?
I personally LOVE this idea, although it needs to be thought out more.
First of all, what server software are you going to use, bukkit or what?
Second of all, announce what plugins you will be using for the server and why.
And third of all, make a strong infrastructure for the server: Permissions, helpful staff, regular updates, and more.
Also you need things like local chat or hero chat for secrecy amongst black markets and such.
I like this whole tyranny idea, too, but how would you disallow access to the palace, would it be using the Homes plugin so you can only have trusted people around you, or is it going to have guards so you can protect your palace but still have risks.
What happens if the tyrant gets killed? Does a new ruler come into play or does he just come back from the dead and keep ruling the place? If not you need to consider how you would avoid dying from other players, because people in the server would most likely plan assassinations pretty quickly due to the prices.
Also because this is minecraft you can easily die from drowning, lava, PvP, accidents, and mobs, and how would we regulate when the tyrant dies?
This brings out another question: How would a new tyrant be elected?
Will you be using actual reeds or ICONOMY with currency called reeds?
How will players make money? Do they start with a set amount or do they need to do it through crime or business?
5000 reeds is a lot of reeds, so many that it would fill up a large chests and more, so i suggest using ICONOMY
Also can't players just grow reeds in secret underground reed farms?
What time period will this be set in, Medieval or Modern, or maybe colonial?
Will this server be RP? *i would personally use RP
If the server is RP will it be light or hard-core?
Also you need a strong but simple set of rules.
Will there be classes such as woodcutter, citizen, soldier etc?
How will you prevent players from running away from the tryant? will you select Lords or trusted friends to keep everyone in check if they do migrate?
Who will keep the market in stock? The players or the /give command?
There are many things you need to think about when starting a server, but i completely support your idea and i would love to help! Shoot me a PM if you want my help and you should probably make another forum topic with your ideas completely thought out.
Also maybe you should get a chat sensor to prevent f-bombs being dropped? Kids do play minecraft, you know?
If you are using the apple tree plugin, you maybe want to revise your golden apple prices, otherwise keep them like that, because GOOD LUCK to anyone trying to get their hands on an apple.
If you don't want people running away to make their own utopias, you can use BoundaryKill:
Players will start to lose health by walking across the boundaries until they go back, effectively disabling new towns that are "fair" and that have "democracy" so you can reign over the land without worrying about people leaving and walking 5000 blocks away to make their own community.
