what is a good internet speed to run a server for 10 people? also take into account i need to power 1 other desktop besides the one i host it on and an itouch
For 10 people you should be fine with anything above 2.5-3Mbps for your upload - Depending on a few factors that could not be enough, including plugins, map size and computer speeds. Most modern computers have little to no problems running MC so long as the Client is not running concurrently.
All I've ever had to install was Java to run a server. Since the server doesn't run anything visually I don't think OpenGL makes a difference but I believe if MC does use it, it's packaged with the Client or with the Java download.
I run servers off slimmed down versions of Linux with only Java installed and it runs great.

Your video capabilities (openGL) are not important for a server.
I regularly host 10 folks on my 15/3 connection from comcast, and unless everyone is in a minecart going blazingly fast or there is a forest fire we are fighting together it's plenty of speed (I use minecart mania mod, we have minecart tracks as transit systems).
My system is an am2 x2 2.2GHz with 4GB PC800 DDR2 and the chokepoint right now is the hard drive (old 80gb seagate 7200.7 drive) unless as I said there is a fire or everyone is zooming around it's plenty of net.

500Kbps per slot? That would mean most home MC servers (with residential DSL/cable) would only be able to support 1-2 players at best.
