It doesn't help that people around here choose HazeNet though, and that they were on here advertising. I initially chose them because I heard good things about them from word of mouth. They also were on here offering a holiday sale, so it didn't hurt to try. Money isn't a big deal, but its nice to save where I can.
I have since switched over to MinecraftServerHost - hopefully you guys can be of better service than what HazeNet was, which I am sure you will be.
Here is my results from my Provision Host Server. This was with server freshly rebooted and with 3 people connected.

It has been like this for the past 4 days, and nobody can play properly. Chat messages sometimes take well over 1 minute to appear, constant crashing, warping is simply asking to time out.
What am I paying for here? My piece of **** VPS on my 2 year old computer on BASIC DSL had better performance, and this test resulted in 110 mb/sec on my home computer... So basically I am paying for lag at this point, and don't know what to do now.. 24 hours, 1 reply in my support ticket? No information, just "looking into it."
I am being ripped off aren't I ? Like a snake oil salesman right ? I'm in the well with out a rope.. haha real funny..
Should have known.. Oh well.. Anyone who isn't looking to rob me and cheat me have a recommendation for a host? :/

I would say stick with MinerDave or AllGamer. Both are active on this forum and have good records it seems. I am already pleased with the response time in my shell with MinecraftServerHost. Even when I was copying files around, I was still pulling almost 70MB/s, which seems good, considering I was copying my world folder around lol.
Just wanted to add, my server is a 25 player limit server. How exactly would I be able to handle 10 players, nevermind 25 ? =(

I think it's also important to put things in perspective. Hazenet, unlike Provisionhost (which seems to be one guy in a basement reselling Hazenet) doesn't advertise that its services should be used for game hosting. 20MB/s is perfectly adequate for many web sites and blogs that only see moderate traffic, even some higher traffic sites really.

You say "burst ram" which means it's most likely OpenVZ. If you're relying on burst ram (and quite possibly guaranteed if they oversell), it will lag. You cannot always use burst ram. Check disk write speed and iowait. It really sounds like you're just using a crappy (and likely oversold) service. We run beta just fine on 512mb with 5-6 players.

The most wondering part is that from 4GB ram I don't even use half of it. So there is something very wrong cause CPU sometimes show me usage on 115% what is quite silly and ram ~700-800mb.

10 players on 512mb is rather good. Beta does use more and you're probably able to have 10 players on because it's using a lot of CPU time. Java will use as much memory as you give it. It will cache whatever it's not using for players and such. 115% isn't that bad really. It's utilisation of 1 full core and 15% of another. The lag could be from it having sucky write speed. Do a test and see how it is. You have it running with 1024/2048mb so it's no wonder you're only use half of it. Sorry if this isn't what you meant but I can't understand you that well.

Almost a week now and the server has been brutal.. blocks reappearing, chat messages take over 1 minute sometimes, that is if you don't time out first.. Warping is impossible.. Loading the world will sometimes take players 2 - 5 minutes to load the chunk they are standing in. I've explained this to Provision Host. They simply will not fix the problem.. I told them the results of both these tests, and they ignored it.. They either don't know how to fix it, or they don't intend on fixing it.

You might try zipping or taring the folder rather than SCP/FTP'ing one file at a time. It should make it somewhat faster.

I feel your pain having had to cancel with them because of their crappy service and performance. Yes tar the world directory but expect it to take several hours and you might get timeouts when downloading but it will be much faster than downloading thousands of separate files. Once you have your data run far far away from Provisionhost.

Thanks everyone for the advice. I have tried zipping the world, and then downloading it.. However, the disk write speed is effecting that as well, and the world is around 150 megs I think right now.. I am starting the process tonight, when I take the server offline.

I feel your pain having had to cancel with them because of their crappy service and performance. Yes tar the world directory but expect it to take several hours and you might get timeouts when downloading but it will be much faster than downloading thousands of separate files. Once you have your data run far far away from Provisionhost.
Thanks everyone for the advice. I have tried zipping the world, and then downloading it.. However, the disk write speed is effecting that as well, and the world is around 150 megs I think right now.. I am starting the process tonight, when I take the server offline.
