Ok, I need some serious help. I cant not, for whatever reason, get a dang server running properly. I have changed routers, changed settings, completely wiped my hardrive, anything you could possibly think of and the server will not run correctly. From what I've found out the problem might be in my router, I don't know. if someone can help me, or has had the same problem, reply please. Its probably something really stupid that im not seeing.
Maybe this will help?

That's what im wanting to know, it doesn't work and I want to know whats wrong with it so I can fix it. Im pretty sure its because I cant open my ports for whatever dang reason. I can connect using "localhost" as the ip. Maybe it does work and everyone is just lieing to me. Here try to connect to this ip: 98.102.246.252 and the port is 25565 so if just the ip doesn't work try this: 98.102.246.252:25565
& Mostlikely, it is a port forward issue, but I'm here to help

hmm... If you're sure your router is properly forwarding the ports. the next thing to make sure of is that your computer isn't blocking the external access via a firewall or Anti-virus program.
It does appear to be somewhere in your network that things stop working, not with the server itself, as you seem to be able to connect to it locally just fine. another issue I've observed with some server setups is that you can't actually connect to anything except local within the network (i.e. unless you have someone outside your network trying to connect, you can't test it yourself)
If you can have someone outside your network try and connect and then if they can't; send that log (preferably in a spoiler).

Good luck, and let me know how it goes.
What do you mean by "log" like in the console or what? Also, I know for almost a fact that its not firewall, I have 3 inbound rules saying that port 25565 is allowed through and another rule saying all ports are allowed. My anti-virus program is just a free version and doesn't have the network protection or internet protection, just scanning for viruses. Plus I completely shut it off using task manager.
These steps might fix your problems. I can't completely guarantee your problem is related to these, however.
Portforwarding:
Here's a link that will show you how to portforward your router (I didn't find your Neatgear WNDR3400v3, the closest was WNDR3400v2. The interface should be similar).
On the last image, it shows the internal IP address as 192.168.1. This is probably not your actual internal IP address. If you have multiple devices on your network and are unsure which IP is your computer's, here's how to manually find your internal IP address:
Windows:
Press the Windows key and R (a window titled Execute will appear)
Enter cmd.exe and press Ok (the window will close and the command prompt will open)
Type in "ipconfig" without the quotes
Your internal IP address is the IPv4. This is what you will use.
Open up your server.properties file with your favorite text editor. Make sure the port is correct and that you didn't enter an IP in the IP field (the server will automatically find and use the proper IP if unspecified: I doubt you have any technical need to specify it).
Admin
Try running your server as administrator. Who knows? It might suddenly work.
I don't know what your antivirus/firewall is, so I can't tell whether you properly configured it. Assuming you did, these steps should work properly.

I followed the portforwarding steps, got nothing, it said it couldn't ping my router, and the port wasn't open. I tried running the server as administrator and it said "Unable to access craftbukkit.jar"
I have no experience with Bukkit servers, however you might be missing the craftbukkit.jar or have it in in the wrong location. Double check where it's supposed to be located (maybe another user with more experience on this matter will be able to help you with this).
As for your router, if you want to check if the port is open correctly:
If your port is not open and you're certain you portforwarded correctly, check if your router allows for Virtual Servers: you could always try to use one (both port fields will be 25565 if I remember correctly) instead.
My knowledge on this issue is reaching its limits, I'm afraid.

So you tried turning off the firewall and you made sure you port forward on port 25565 to the internal ip that your server is using. You've tried connecting by localhost, and have you tried connecting by the internal ip or by the external ip? Also try a different version of bukkit since you are using a beta build and it could be broken
Maybe this will help?

Here's a link that will show you how to portforward your router (I didn't find your Neatgear WNDR3400v3, the closest was WNDR3400v2. The interface should be similar).
http://portforward.c...raft_Server.htm
However:
On the last image, it shows the internal IP address as 192.168.1. This is probably not your actual internal IP address. If you have multiple devices on your network and are unsure which IP is your computer's, here's how to manually find your internal IP address:
Press the Windows key and R (a window titled Execute will appear)
Enter cmd.exe and press Ok (the window will close and the command prompt will open)
Type in "ipconfig" without the quotes
Your internal IP address is the IPv4. This is what you will use.
Mac: http://www.maketeche...address-in-osx/
server.properties
As for your router, if you want to check if the port is open correctly:
http://www.yougetsignal.com/tools/open-ports/
If your port is not open and you're certain you portforwarded correctly, check if your router allows for Virtual Servers: you could always try to use one (both port fields will be 25565 if I remember correctly) instead.
My knowledge on this issue is reaching its limits, I'm afraid.
