Essentially I have port forwarded and allowed certain things through my firewall and I know everything is set up correctly because my bukkit server is running perfectly but I am the only one who can connect to my vanilla server. Is it whitelisted? Is there a specific error that is issued on the client when another player tries to connect? Possibly, if you are hosting it off of your computer, are your ports forwarded properly?
Whitelist is off and I have port forwarded the right way because my bukkit server works just fine. When my friends try to connect it says cant reach server but it only does this for the vanilla server and the bukkit works just fine.
Try using this port scanner to see if your server is reachable from the internet. If something like "connection timed out" appears it means that your ports are closed or your port forwarding was done incorrectly.

If you are using something like 192.168.x.x and your friends too that'll be the problem.

You have set both servers to port 25565, which you can't do. Set one to 25565 and one to 25566 or something like that.

I'm sorry but I don't think this will resolve it, this only applies when both (vanilla and bukkit) would be running at the same time, so they won't use the same port.

If running separately it doesn't matter.
This is still unresolved.
However I might be thinking it can be a firewall problem, Windows firewall allowing bukkit to go out, but not the vanilla server.
You are using the minecraft_server downloaded driectly from minecraft.net right? Are you using the jar or the exe?
Check your firewall exclusions or disable it completely and test it out, if it works you might need to add an exception to the vanilla server.
