Ive had this problem before, but its been quite a while since ive played and well...
ANYWAY...
So, i dont know what the IP would be to connect to my partners server. We are in the same house, on the same router.
I remember there was something different i had to do with someone on the same router, instead of someone on a different router. Please help?
I believe it was something to do with CMD.

What you will want to do is open up Command Prompt and then type in ipconfig on the computer that has the minecraft server on it and then the ip will be shown.
Open the port your running the server on, however you might just be able to direct connect with out all that, just try putting in the local IP of the host computer. If not then dust off the router manual and look for port forwarding.

As for lag, you may have to change the amount of RAM on the server computer, give it a minute or two and see if it goes away, if not I am going to look for a link on how to change the RAM on a Minecraft Server for Windows now
Ok, i cant test this, but try this link, im not sure if it works or not, and its hard to say for sure what could be slowing it down, there are many different reasons.
As for lag, you may have to change the amount of RAM on the server computer, give it a minute or two and see if it goes away, if not I am going to look for a link on how to change the RAM on a Minecraft Server for Windows now
Ah, we have that for our server too, just get who's hosting (or you since you're in the same house) the server to walk around and generate the land a bit, it should decrease the lag dramtically, unless your computer is terrible.

My computer is not top notch (Hehe, notch), but its not at the bottom either.. :biggrin.gif:
Its in the run.bat just right click that and see how much RAM you have, you usually want to at least leave 1 or 2gb for the game and mainly 1 or 1.5 for the server.
You're run.bat should look something like this:
C:\Program Files\Java\jre7\bin\javaw.exe" -Xmx2048M -Xms2048M -jar Minecraft_Server.exe
Just change these >> -Xmx2048M -Xms2048M
to the amount of RAM you want to allocate:
-Xmx1024M would be best for you I believe, if you have more than 2gb ram than just leave it as -Xms2048M

Under IP address in this picture is what you should try to connect to (of course using the ip that comes up, not the one in the picture)
