Hello, I've been having a problem with the NEI mod for 1.6.4. I was playing in a legit world, then I installed the mod Dartcraft, and relaunched my game. Once it was open, I packed up all my items and such and used NEI's inventory saving function in cheat mode so that I may regenerate my world with dartcraft's power ores in it as well. Once my things were all packed up, i saved and quit, then deleted my previous world. I created a new one, and loaded it up, but when I opened my inventory the utilities and inventory saves weren't showing up. I thought the settings were changed somehow, but when i tried to switch to cheat mode, I realized that it didn't change from recipe mode. I tried re-installing the modpack, and that did nothing.
I then looked up the problem via Google, and I read that it was an option in the config file. Something called "lockrecipemode=true" and to change that to "lockrecipemode=false." I looked in the config file for NEI (NEI.cfg), but found no such option. I did however, find a "lockmode=-1" which I assume is the equivalent, but -1 I'd guess means it has no lock.

Your problem is likely that cheats are not enabled on the new world you created. NEI's Cheat Mode only works when cheats are enabled. If it does not say "(something), Cheats" underneath your world in the world selection menu, then cheats are not enabled.
You will either need to create a new world, this time with cheats enabled. However, if you you have creations in the world with cheats disabled that you want to keep, you can instead use a tool like NBTExplorer to change the "allowCommands" NBT tag on your world from 0 to 1, which enables cheats.

I have the same problem, custom built with my modpack, this problem is caused by the new codechickencore or NEI, because it happened when I updated those. I think it's CodeChickenCore 0.9.0.9 and NotEnoughItems 1.6.1.9 fault. Using previous version works fine.
EDIT: this is not NEI or NEI Core's fault. This happened to me when i updated Reika's Rotarycraft, DragonAPI, Expandedredstone and Meteorcraft. I am testing things right now. My old backup features updated NEI and deprecated Rotarycraft. This might be the problem. I am hoping the best.

I downgraded to v13 all reika's mods that I was using (rotarycraft, dragonAPI, expanded redstone and meteorcraft). Then I played 2 minutes, then upgraded again to v18 (as per today is the latest version) and now it seems to be fixed. This is my case, but it may work for you guys
i have the same problem now, it happens with my survival world, new worlds are fine though. I don't want to restart a world from scratch :(. I am waiting for an update

If you have access to the NEI options button click on it, then click inventory, in the top right you will see a button that can cycle through global and world( have it display world ) a "W" will be displayed. Click the "W" next to where "cheat, recipe and utility mode" is at try to have it be cheat mode selected. This will override nei allowing nei to be used in cheat mode. Make sure in the config file, the lockmode=-1 .
Doing this also seem to set cheatmode=2 in the config file. Hope this helps.
In the future, it might be prudent to look at ChickenBone's mod thread (http://www.minecraftforum.net/topic/909223-164-smp-chickenbones-mods/) if you're having issues with one of his mods, instead of creating a new thread for a problem that already had a fix figured out (Post # 17725 in the linked thread)
Here is the fix first go to your .minecraft folder (or whatever modpack you have) go to saves go to nei the click the local and then click the world that you have, open the nei.cfg whit notepade or notepade++
and edit cheatmod from 0 to 2 (or whatever you want)

It actually doesn't matter if cheats are enabled. I've had this problem since 1.0.2.0 of the direwolf20 1.6.4 modpack and i've done that numerous amounts of times to no success. I have no clue what causes this problem but i'm sure the bug is being worked on now.
