Which version would you happen to be using of minecraft? Pocket addition, XBox360, Windows, Linux, and such. This would help with understanding the situation. Also, if you could give specifics on what is happening, or some visuals (Pictures, screenshots, or video) That would also help.
Considering you mentioned purchasing a resource/texture pack, I am pointing to more along the lines of XBox360 or Pocket Editions. I don't know if Pocket Edition would require installation of a(n) texture/resource pack, however I think it's safe to assume you must purchase it in order to use it. However, I know for a fact that XBox360 would not require transfer of the files, and is automatically downloaded into the selected storage device under a file name or exe file (I'm not for certain how exactly XBox360 manages it's files) and would require no extra work from the user. If you actually had to purchase a resource pack for the Windows version, I believe I could call that a ripoff because usually those are free to download and easy to install, however if it does get stuck on the transfer, this either means your are transferring a non-existent file, or a large amount of files and you are just being impatient. If using the PC (Windows) version, I'd recommend extracting the file with WinRaR, (usually they are downloaded in a zip file to save file space in whatever online drive they may have been stored on) and then try to transfer the file folder. Other than that, I cannot help you, and you'll have to clarify your situation more.

Everything that is related to microsoft is a ****, lack of support, failure fault failure ... in xboxlive, marketplace and the infamous game for windows that we lost the games. I have already failed other purchase contents as packages of Forza, after that I never bought any item in xboxlive nor paid the annuity. Should have done a Steam version, much better.[/pre]
I did the shopping for Ipad Pro and Iphone, and we played for them. I also play java version. I was testing on Win10E and gave this problem. Windows version market is crap.
Well, I buyed a resource pack, but I can't use it! Whatever I try to istall it it gets stuck in the "importing" stuff message.
And neither the Mojang or Microsoft support help us
