After a bit of looking into the process monitor log, the cause appears to be a stack buffer overflow that's caused from within the game binary. This is something that should be patched by Mojang, you should report the issue to https://bugs.mojang.com/browse/MCPE with the information you provided here.
The last actions that appear to have been done is registry queries to winsock, so you can try to reset that to see if the issue persists.
Right click the start menu and select "Command Prompt (Admin)" and paste in the following command and then hit enter:
netsh winsock reset
Restart your computer after you've used the command and check if the issue persists.
I've looked into the error that you and Belder are getting and they are both returning the same exit status: -0x7FF8F942 (-2147023170).
Using Microsoft's XP-era Exchange Server "Error Error Code Lookup Tool" I was able to gather some convincing information on the issue:
The issue in question relates to Microsoft Remote Procedure Call (RPC), a Windows networking library. In Microsft's words:
Microsoft Remote Procedure Call (RPC) defines a powerful technology for creating distributed client/server programs. The RPC run-time stubs and libraries manage most of the processes relating to network protocols and communication. This enables you to focus on the details of the application rather than the details of the network.
This makes sense as the last actions that could be seen in the Process Monitor dump relate to registry queries to WinSock, a Windows sockets library that manages network communications.
Put simply, the issue appears to be related to networking.
There are a couple of potential solution in this case, such as updating your networking drivers or trying to disable your network adapter and checking if the issue persists. I can't really say either for sure as this could also be due to corrupt system files or a networking-related service that may be malfunctioning. This may be an issue with the UWP sandbox and not Minecraft. Either way, it's something Mojang should look into if it is an issue with their code.

sfc /scannow
to check for any corrupt system files and the following DISM command after you've used SFC:

Give us the output of both commands and check if Minecraft: Windows 10 Edition works after a restart. And to be correct here, other Store and desktop apps work fine?

Disabled wifi network card (and Bluetooth Device), no difference either (seemed to crash even faster).

* Uninstalled a lot of software
* Removed all extra startup entries
* Uninstalled Minecraft Windows 10 Edition, removed all user data and registry entries, reinstalled it.
Still not working on this Windows account, but always worked perfectly on the account I created for my son (created on Windows 10). Created another Windows account for my copy of Minecraft, and works fine there too. So when I'm playing on this computer, I just switch to the other account. A bit fiddly, but at least it works.

Try using Win+R -> "msconfig.exe" -> and select "Diagnostic startup" and check if Minecraft starts up on your normal user account.
Finally figured it out, Minecraft can't handle that my user account folder includes Norwegian characters! (C:\Users\Bjørn). Tried making another account with Norwegian characters in it, and it crashed the same way there. Accounts with a-z letters works fine.

UWP programs don't have direct access to the file system so what I'm trying to say that the cause is not the game per se, but an external component (library) of the game. The component causing the game binary to crash is what I'm looking for.
Only Mojang has access to the source, but you can't fix something if you're not sure where it's breaking. I've forwarded all the logs you've provided to one of the developers who is looking into it.
I confirm that's the issue. It's hard to believe they don't even made a test on accentuated characters...
I try your method #2 but it generates a temporary account, I guess there's several links to user account in the regedit. I'll simply do a clean install since I was planned to do so anyway.
Extreme_Heat; I'm pretty sure there's several topics about the Mojang logo crash that is caused by the accentuated account names of people. Maybe you should add this to your custom verification batch.
Edit; I found a way if anyone got the same issue I got with the renaming. When you log on after the regedit change and get to the temporary account, go rename your account folder to the new name. Reboot and you'll get back to your account. Moreover, if you got issue with Windows Store, rename also your account name there, it seems there's no sync between the two account names. Minecraft is running fine (really fine in fact even on Surface 3), my account name is changed on my PC AND on the Microsoft Store.
Well, this is interesting. I have the game installed under my admin account, and it launches just fine.
Now I have tried to launch it under a different account on the same PC, using cyrillics, and it crashes! Is this the reason why? Cause I've been trying to understand about this for a few hours already with no luck. Has there been a resolution?
Have you see the other threads on this topic like this one? Version 0.13 was released recently and for some people it crashes in the same way that you describe. Nvidia mobile graphics cards may be a common factor.
It is a bit strange that there is still no solution for the crash with Nvidia mobile drivers. It's been for a looooong time now, and you still have not found a solution. This is not a way to treat your customers and long-time fans, IMO. At least give as an ETA for the solution.

And the crash occurs when in windowed mode, since I've never reached the title menu, just the Mojang screen.

Finally some progress, installed Minecraft Windows 10 edition on a different user Account on the pc, and it worked!
Trying to find out what's different between the two accounts, but haven't found it yet. Will post find I figure it out.

I purchased the W10 beta tonight and I have the same problem. It crashes upon launch. I have no accented special characters to my user name.
