I was having the same problem, but I kept hitting the refresh button on the download screen and it finally worked. Not sure how many times I pressed the button, but it was quite a few. Still, it worked. Hope that helps someone.

1: Close out of the Windows store. Open up the search menu on your computer by pressing the Windows Key + R.
2: Now you’ll want to type wsreset.exe in the box and press enter. This will reset the store cache.
3: Then open the store page, which should take you to a page to verify that the cache has been reset.
4: Now try to download the app again, it should re-validate your licenses, and allow you to download it.
ok confirmed fixed I was currently downloading a steam game atm so my internet was slowed so it gave me that error but when I kept hitting try again it finally worked and its done now keep hitting try again until it works
My guess would be that the server is just super crowded right now, because almost every Minecraft PC player is trying to download the game at once, so it's overwhelming the server. Just keep trying and it will eventually work. I had to wait a good twenty minutes, hitting refresh over and over, but it finally cooperated.

This also happens! Just downloaded Star Wars: Commander with no errors at all. The last time I tried to fix this I ended up breaking the Windows Store app. Restored from system restore point and still won't download.
Tried WSReset.exe in the command prompt and the store opened and I was signed out. It can't sign in. After I clicked on my account it went into a grey window and then it disappears. It then refreshes and nothing happens.
It won't even let me add another Microsoft account. Even in the Xbox app it doesn't work; won't sign me in. Settings > Accounts > Manage brings me to that very same screen. Setting internet time does not work.
An update for Windows 10 is available and does not fix this issue.

I am just getting error 0x803f7003 when trying to install/download Minecraft for Windows 10.
I had the same problem. Press the Windows Key + R Type WSReset.exe and hit OK That worked for me.
No, it just said "acquiring license" and then the error popped up again.
Sorry. that fixed mine. It just refreshed the app store. Google the code. There are a few 'fixes' for it.
