I have emailed Mojang support but so far I've received an automated message, I'm unsure if a person will reply to it when post or I'll get another automated message?
Well from what I've heard it can take months for the to reply and even then some people haven't heard back from Mojang..Guess I'll just give up on this..
Well it seems after many hours of fiddling, after I restarted the pc I turned windows defender firewall off and ran minecraft in compatibility mode (windows 8) and opened minecraft in administrator mode and minecraft finally started working again.
I'm really unsure of why it worked now as I've done all of these things already but maybe doing all of those in combination did something?.. I have no idea.. glad to be playing again.
So I was having the same problem, and I saw previously on this thread or whatever it is that you said there were 4 java things running in task manager. I took the time and killed all four and it fixed my launcher and minecraft. Just posting this for if anyone else decides to look for a solution

Mojang have a very large backlog, only thing you can do is wait.
