Might wanna make sure your CPU isn't bogged down with a bunch of other tasks it's doing. Open task manager while Minecraft is open and make sure nothing is using too much CPU

Update your video drivers (Intel can have huge benefits), I'm assuming you are on Windows since it seems unactivated (this can sometimes prevent drivers from auto-updating)
See if there's some utility that forces the use of advanced graphic card features like antialias on the poor Intel card (it doesn't seem the case from the screenshot, but who knows?)
See if your antivirus has some kind of “gaming mode” that doesn't fire up with java (it may thinks it's a business app).
Same for powermanagement, most FPS in Java edition come from the raw CPU power.
I'm trying to run Minecraft Java Edition on my laptop
The laptop is a fairly good laptop and can run other games with good FPS
However Minecraft Java Edition will n o t go above 15 FPS max (All video settings set to the lowest possible)
The graphics card is an Intel HD 4400, I have 12 GB of RAM with 2 GB allocated to Minecraft
I was able to run Java Edition a long time ago on this laptop but I can't anymore without suffering extremely low FPS
I can run Bedrock Edition with absolutely no problem however
You might want to allocate more RAM to Minecraft, and get a better graphics card - the current one you have isn't really good, bad at most.
The current one I have was able to run Minecraft at definitely above 60 FPS before, ion know why it's getting such low FPS now however

The JVM Arguments that I found in the Minecraft Launcher is as follows:
-Xmx2G -XX:+UnlockExperimentalVMOptions -XX:+UseG1GC -XX:G1NewSizePercent=20 -XX:G1ReservePercent=20 -XX:MaxGCPauseMillis=50 -XX:G1HeapRegionSize=32M
Turn on: VBOs and Vsync
Turn off: mipmapping and biome blend
I have tried them but they do not appear to help
What version were you playing before? Newer versions are MUCH more resource intensive, even without considering known performance issues.
