I wanted to play with a simple low-spec shader so I downloaded this waving plants shader.
While said shader is installed, I get these strange flickering textures. I tried using the default texture pack but they still persist.

My graphics card is a NVIDIA GeForce GTX 650 Ti and I'm using OptiFine_1.8.9_HD_U_H3.

Bump again. :l
What's the number of your driver version? Update Optifine.

Updating both my driver and Optifine seemed to fix it for the most part. Any idea why the water is the same color as the fog though?
Does it look like that without the resource pack?

Are you running any other mods besides OptiFine? If so does it work without them?

Yes. I did a comparison with and without the shader.

The shader also seems to mess with the lighting.

I have a few dozen mods installed but disabling all of them did not fix anything.
