So I have this issue were it was reportedly "solved" but I have come to it again there is not a lot of information when I searched it on the web. Though here is the problem, when I play minecraft there is no sound so I look in the resource pack area and I get this "missing pack.mcmeta :(" How do I fix this if I'm getting no information on this? (I linked an image).

It seems like pack.mcmeta got deleted or became unavailable.
Make sure your Minecraft directory is in %appdata% and check for pack.mcmeta in texture pack folders.
Also, this is weird: the Minecraft window icon seems to be the one seen in Classic or Cracked.
Do you have any idea on how the pack.mcmeta got deleted or removed I completely removed minecraft from my computer and reinstalled with the same results? As for the icon I noticed that too and am not sure why that image is used, also the .minecaft is in the %appdata% folder and can I add a pack.mcmeta back into the game if so how?

Sure, you can.
Here's how:
1. Unzip the texture pack
2. Create a new text file containing:
{
"pack": {
"pack_format": 1,
"description": "Pack Name And Stuff"
}
}
3.Save it as All Files with the name pack.mcmeta in the folder containing the unzipped texture pack
4.Copy that folder to your resourcepacks folder if it isn't already there

This might seem like a silly question, as the answer seems obvious, but where are you downloading MC from?
So your sounds aren't working, but everything else is fine? No issues with blocks?
Resource Packs (RP) won't work at all without pack.mcmeta in my experience with them. (I do exclusively custom records and in game music)
I will create a resource pack without it and see what happens to it. If you need a new pack.mcmeta however, you can just copy and paste it from a downloaded RP. But I'm not sure how to open the Vanilla Minecraft "resource pack".
I'll be checking this periodically for new info and such
EDIT: Okay, as I remembered, RPs won't even appear under the option in-game if they have no pck.mcmeta
Try Mojangs bug tracker? I imagine you've already done so... I will keep playing with this and see if I can get an answer, but until then scour the forums related to this. Try anything related to the original minecraft RP, issues with textures, anything. Research, research, research. Always doing research xD I'll be up and at it also. Hope we can fix this (:

1) I download minecraft from the official minecraft website (minecraft.net).
2) Yes only sounds everything else is fine just sounds.
3) I have tried (RPs) with the pack.mcmeta (Still no sound) it's a complete pack updated to the current minecraft version with full custom sounds made by me along with animated blocks (I tell you this because it is at it's prime) so I doubt this pack has any problems. It only stopped working ever since the new icon and the no sound came into play.
4) (But I'm not sure how to open the Vanilla Minecraft "resource pack".) Yes I don't know how to either I'm sure we both could solve this problem easily if we knew how to.
5) Bug tracker? I went to support page and told them but in an hour or so they, marked it as spam, put it as "resolved", and blocked me. ?
6) I made a minecraft RP (made a complete copy of minecraft textures and sounds and put it under the RP folder with the pack.mcmeta, still nothing).

Research is being done, and I stumbled across this -
"This just happened to me when I deleted .minecraft from %appdata%. I figured out where the strange icon is coming from and since this was teh first result in Google I thought it might be helpful for others if I post here. The 4 black squares over a blue circle is the LWJGL icon. Lightweight Java Game Library (LWJGL) is a library that Minecraft loads. When java doesn't have data on which icon to use, it apparently defaults to this one." - JBloodthorn from minecraftforum.net
It would seem there are bits and pieces of your minecraft missing, and it has happened before when people have deleted .minecaft from %appdata%
Did you say when you first encountered this problem?
EDIT: Do you have snapshots enabled?
The forum post is also from 2013... old, but I'm searching everything
In short, if you don't want to follow the link, firewalls, antivirus, parental controls and things of that nature could be blocking Minecraft from downloading necessary files. In the case of the link, it blocked all the skins and textures it would seem, but it seems related to your problem. The game ran fine for him, started up and let him play, just bits and pieces were missing. Look into any software that could be doing the blocking, maybe something newly installed if you've had the game for a while and its just now happening. Best of luck!
EDIT: Maybe include the log, I may be able to get information from there also

Firewalls have reportedly blocked certain Minecraft files from downloading upon launch, have you checked the firewall settings?
EDIT: Just a note, Firewalls are pesky things. So is McAfee and Norton, they will reset from time to time in my experience and block things not previously blocked

But this is not a texture pack this is the default minecraft look? No pack
Must be a bug. Anyway, considering the random logo, try reinstalling minecraft and your launcher.

I have done that a million times no change. (Like I said encase you didn't catch that when I typed it)

1) No I don't have snap-shots enabled
2) I blocked sites that have (Gambling, Porn, Drugs, etc) I don't think these would be a problem?
Thank you again for helping me, when you do have a way to fix it (and how) I will be very glad you came across this once again good luck!

Why should I be looking for exactly?
Well apparently Minecraft's wrong logo and the missing MCMeta are both caused by the launcher not having permission to download a binary file.
Disable firewall, relaunch, and it'll be fixed!
Before you even THINK about asking for crash help: Guide to fixing and avoiding crashes
I did that already, it didn't work.
I thought the firewall would have fixed it for sure .. Hm. Have you tried turning off your firewall and re-downloading the game?
Yeah off completely...
Have you tried to load a different version of Minecraft? I'm not sure what this would do but I'm at wits end with this
Tried that too
