Check your RAM usage, you may have to allocate more RAM to Minecraft. If the RAM usage in MInecraft's debug screen spikes up to 100% when you lag, then that is the issue.

I checked the debug screen and if the "mem" section is what you're talking about, the RAM usage starts out at 90% and goes to 99% before it spikes then it drops down to 90% after spiking.
I tried setting Minecraft's priority to high in the task manager but that didn't help at all.
When I tried allocating 2GB for Minecraft, I got this error:

Here's my JVM Arguments:
All I added was "-Xmx2048M -Xms2048M".
Before you ask, I tried removing "-Xms2048M", I checked for typos, and I tried different numbers but I still get errors.
EDIT: I also tried using gigabytes instead of megabytes but that didn't work either.
EDIT 2: Never mind, installing 64bit Java did the trick.
EDIT 3: After allocating 4GB for Minecraft (I have 8GB), Minecraft no longer has any lag spikes and only uses 10-15% of its memory compared to before when it used 90-99% of its allocated memory.
I'm having issues playing Minecraft with mods. When I enter a world, I get constant lag spikes (about 1 every second).
Here's all of the mods I have installed.
And before anyone asks, I'm using Forge.
EDIT: My vanilla profile does not have constant lag spikes like my Forge profile.

So, that's the issue. You need to allocate more RAM to Minecraft. What launcher are you using? You already have the -Xmx param. Remove -Xmx1G.
