I am able to load minecraft with mods installed. Game gets super laggy and at top is constantly switching between responding and not responding. Even when I am trying to click on a saved game to load it wont allow me to click. Game just flickers and does nothing. Will only let me click on create new world and then crashes.

A system should with this amount of ram should NOT be using Paging in that range. An turn Virtual Memory back to System Managed and leave that alone. If one does not understand what Virtual Memory is for, do not mess with it.

Open Task Manager (CTRL + SHIFT + ESC)
Go to Performance tab and at bottom middle, click the Resource Monitor button.
In Resource Monitor, go to Memory tab and use the Windows Snipping tool.
The Physical Memory and side panel graphs are most needed, process list is not.
