I'm running a x256 texture pack on minecraft 1.7.9 unmodded. I'm running maxed out video setting and have the fps locked at 60. My computer has no problem handling it. I ran into an error saying minecraft has run out of memory. I have allocated 16gbs to minecraft using the profile editor in the minecraft launcher. I opened a save and hit F3 and it showed 455mbs only being allocated. I cannot play with this problem. The game keeps crashing.
I have Java jdk 7u60 32 + 64 bit installed

Can I see a development console report after you click Play? You'll need to edit the launcher profile to 'keep the launcher open' in order to do that.
No. It only shows a total of 455mbs being allocated. Although before it crashes, the total memory being allocated seems to slowly move up and down as the used mem. goes up and down.

You have two conflicting max heap specifications. Posters often see a log line in the devel console for "Picked up _JAVA_OPTIONS", like this thread: http://www.minecraftforum.net/topic/2279779-picked-up-java-options-xmx512m/
