My minecraft usually runs at about 60 fps. I have tried force updating, reinstalling java, installing 64-bit java, using optifine, and turning down my video settings.I have checked if my java is installed by taking the test on the java website, but for some reason, it says that java is not installed. I have done everything that the java website has said to do, but it still doesnt see java.
My computer specs are:

Alright, So according to this error report, you are on 32-bit windows. However, It does say you have 16 gigs of ram Installed, which is weird because Windows 32-bit will only accept so much. It also didn't fill out a bunch of other information.

create a batch file and put this in it. make sure its in the same place as your minecraft.exe
java -d64 -Xmx3G -Xms3G -jar minecraft.exe
that will make sure your running 64 bit java and will run minecraft with 3 gigs of ram.
if java is saying you dont have java that is weird . if you can go to a CMD prompt and type in java -ver it should tell you your version. (double check that command) but ANYWAYS. make sure its updated ad you have the right one lol.. E runtime is very interesting but here try this one you need JDK7 http://jdk7.java.net/download.html

when i run the batch file it quits right away, not sure if its supposed to do that? and when i ran java -ver into cmd, it said:

if java is saying you dont have java that is weird . if you can go to a CMD prompt and type in java -ver it should tell you your version. (double check that command) but ANYWAYS. make sure its updated ad you have the right one lol.. E runtime is very interesting but here try this one you need JDK7

Well the logs you posted show java 1.7.13
Latest java in the link I posted is 1.7.15
And if you haven't tried the offline/manual install (My link) rather then the online installer, it can make a difference.
If you have java 1.7.15 installed then post a new error report (First link Mikko_blu posted for you)
Again, make sure you remove old versions before installing new versions.
