Basically mobs will have a secondary attack but the secondary attack only happens once in a while, they all have a % Chance of that attack happening
Each difficulty will raise the % Chance of the secondary attack happening

Definitely a good idea to add more variety to the game. It will make the mobs more interesting and on harder modes more unpredictable. Perhaps, if there's some visual indication of the mob about to use its secondary attack, it will give the player a chance to move away. This way, fighting will be about evasion and strategy as well as jamming the mouse button.
I think some of there should be some kind of punishment for what is currently my main form of minecraft combat: sprinting up to a mob and hitting it as fast as I can with my best sword. This strategy works even with creepers. But in real life, being up close to something gives that thing more opportunities to attack you. If a mob detects a player up close and melee-ing, it should use an especially fatal attack. In other words, I think these secondary attacks should be based not only on chance but on the behavior of the player. This forces the player to strategize and allows him, in a very basic way, to control his combat style.
That being said, some of these attacks just don't make sense. Creepers are kamikazes, not poison gas bombs. And not all mobs, like the silverfish, for instance, need special abilities. It's just a bug, and annoying enough as it is. Special attacks should add flavor as well as difficulty.
Most of those attacks are pretty good. Some of them are just purely overpowered. Like the Witch summoning 4 skeletons, the Enderdragon raining fire, and the one I think is the worst, the Endermen being able to freeze you. Having controls being stripped away from players is usually a bad thing.
