There aren't very many kinds of weather in Minecraft, and desert/mesa biomes don't have any weather instances to begin with. So why don't we add a type of weather inside of desert/ mesa biomes to give them a bit of variety as well as making it to where deserts aren't completely void of weather, so players can't always avoid weather just by going into a desert/mesa biome? I came up with dust storms since dust storms happen a fair amount in deserts in the real world.
Information on Dust Storms:
Dust storms will only occur in desert and mesa biomes, respectively.
The particles will look similar to the particles that appear underneath floating sand except they will be a little bit darker and they will appear much more often.
The particles will move diagonally to the right as they come down to give the effect that they are being pushed by wind.
If the player is outside when a dust storm happens they will gradually lose their visibility because the screen will gradually become sandy-ish. The more exposed to the storm you are; the more sandy-ish the screen will become.
If the player is able to take shelter then their visibility will be restored, and the sandy color will go away after a couple of seconds have passed.
Edit:
The distance a mob can detect a player will also be decreased during a dust storm because they won't be able to see you from far away.
Potions of Night Vision can improve your visibility during a dust storm.

I don't think it should be all downsides, though. Other mobs should also be blinded.
Partial Support.

Console Battle is two games rolled into one: gambling (whether or not you get one of the OP weapons) and betting (which teammate won't turn on you, since teaming is pretty much a requirement to kill off another team)! Of course, it's not all chance; at its core, Battle is about triumphing and defeating other players... by kicking them out if they win to make yourself feel better.
Maybe instead of giving you blindness it simply restricts visibility? Like making the your vision sandy colored and getting progressively sandy colored the farther you look? Basically blindness but sandy and not a potion effect =P

Hmm that's an interesting idea. I like it actually, so I am gonna edit the suggestion again. Creds will be given because I should never plagiarize.
Dust Storms should cause "Sand Layer" blocks to spawn on terrain. Sand layers would drop Sandballs, which would be able to be thrown to extinguish fires from a distance and would also be able to be crafted into Sand Blocks.
Interesting idea even though I don't know about this idea. It sounds too similar to snow with an extra function of extinguishing fire. I'll think about it.
Well, change that too: maybe it reduces their visibility of mobs by 67%.

I is similar to snow, but it makes sand renewable, which is rather useful, as all of the uses for sand (Except for making sandstone) are consumable, as glass doesn't drop itself if broken, glass bottles are expended if used to make splash or lingering potions (Althrough at least they're also available from witches, diminishing that issue) and TNT is destroyed upon using it.
True, sand isn't renewable, and it's many uses in TNT and brewing as well as decoration are used a fair amount. Maybe the sand layer could act similar to snow and just slowly build up as the storm goes on.

Some
not sucky suggestion threads I made: Console Minigame: Ram Attack! - New Arrows!(quality)Blindness on other mobs is useless.
Watch out for the crabocalypse. Some say the day will never come. But it will.
Feel free to drop by for a chat whenever.
If you'd like to talk with me about other games, here are a few I play.
Team Fortress 2
Borderlands series (Borderlands 2 is my favorite game, ever. TPS combat is a lot of fun and makes up for the lower-quality story, in my opinion)
Elder Scrolls series
Warframe (IGN is something like That_One_Flesh_Atronach)
Pokémon series (HGSS forever)
Rocket League
Fallout series
Left 4 Dead 2 (Boomer files always corrupt though)
SUPERHOT (SUPERHOT is the most innovative shooter I've played in years!)
Dead Rising series (Dead Rising 2 is one of my favorite games, and the 3rd was a lot of fun. 1st has poor survivor AI and the 4th is bad)
Just Cause series
Come to think of it, I mainly play fighting-based games.

Maybe you could have players move slower because of the strong wind.
Actually that's kind of what I was thinking of. I'm going to go out on a limb here and say that you are using a mod.
Hmm nice idea, but I will probably have to do the same with mobs, but I am sure that slowness can affect mobs as well.

Okay I changed my mind, after couple edit you did, No blindness but one that is similar to one is better, you have all my support.
