When asking if something is enough, you have to consider the worst case scenario before you can say yes, and in this case, it just isn't enough to give it that kind of an absolute "yes".
Can you make it work?
Quite easily. Just stick together, don't all be a thousand blocks away from eachother running and exploring the map and you should be fine.
The server has to load whatever chunks are active in the RAM, so if you're all in the same general area, you'll be "sharing" the chunks lessening the RAM requirements of the server, but if you spread out, you'll make it load different chunks for every individual increasing the requirements.
If you all want to spread out, I'd recommend getting one with 512MB.
If you stick together, and move together (in general), 256 should be perfectly fine.
