I'd be more worried about your processor than the amount of memory while hosting multiple GMOD and SM servers alongside Minecraft... You most likely won't even use over 10-15 GB RAM regardless with all of those running at once.

The clock speed definitely would need to be taken into account. How much information/calculations it can process per second is going to be crucial with all those different things running simultaneously.
Also, I know it's not always a first priority, and it may not matter much in this case, but, some good quality, high RPM drives or even SSD's may be good to put some money down on, as with all those servers and services running at the same time, making writes to the disk, how fast those programs can write to the disk may be a concern. Then again, with the 64GB of ram you are considering, you could always look into setting up a few gigs of that to be a RAMdisk for caching the information before writing to disk to improve performance.
No one factor about the machine is going to decide how well it does. If you load it with a lot of ram, then your CPU may be the bottleneck, if you upgrade the CPU, your disk i/o may be the bottleneck. Well, either way, just get a balanced package for your dedicated box and you should be fairly well off.
For a budget that high, you will be better off getting a Xeon 1270v3, with 32GB of ram. It will be a close fit (Since Minecraft servers can very quickly eat a lot of ram), but it will not over saturate your processor.
Additionally, My presumption is that you want to go with a Linux OS like CentOS, in which case the on board graphics section of the modern i7 would be wasted.
