You put your local IP or your IPv4 address, that only works if whomever your playing with is connected to the same router. Go on google and search up "ip" to see what your public ip is. Then set up a static ip so your IPv4 doesn't change. Once that is done, set up a port forward. (use portforward.com it will give you simple instructions on how to do it) When you make your server your going to need to go to server.properties and change the port to the one you used in forwarding, unless it is 25565 which is default. If you are going to make a public server like it looks like you are, then you should use a no-ip software, but if you make personal servers you can just give your friends your actual IP (if you trust them; people can hack you). When they put in your IP they need to put ip:port unless the port is 25565, because again, that is default. I did the same thing and was extremely embarrassed when i gave my neighbor my 192.168 ip
