Do you guys know anything that I could use for help. You see I tried the ipconfig in cmd. I tried to use that IP no luck. I then went to my alternate option, whatsmyip.com. Still doesn't work. Is it because I possibly have Hamachi to installed? I been trying all the crazy methods. And it isn't connecting. If any can help that would be great. Thanks
Having your outside IP (via the whatismyip.com) is the first step. By defautl, minecraft communicates on port 25565. This means that your firewall (router or your computers firewall software if your computer is hooked directly to the internet) must allow data on that port.
If you have a router, you'll need to have access to the admin console/gui of it. If you can access it, you'll need to look up the instructions for your router on how to "port-forward" port 25565 to your computer.
If you are directly connected and have a firewall on your computer, like ZoneAlarm or Windows Firewall, then you'll need to configure that to allow the port.
If you can't do either, I'm not sure what to tell you. I'm not familiar with Hamachi.
