The admin of the realm I play on has recently found a player flying around the map (the game mode is survival and he is not an OP) when she asked him how he was doing it he said he had a flying mod and the xray mod installed. As far as I know that's impossible but I saw it today and changed his gamemode to survival (I'm an OP) and he was still flying around. Does anyone know how this is happening and how we can stop it? Google yields no answers and I cant find any info on this. Ill see if i can get some pics and a video to post.
Have the admin check the player and make sure the crown is NOT lit up (It should be dark grey). Have her place the mouse cursor over the icon and it should say "Normal User". I think she might have that member as an OP and might be confused?? If they are, it doesn't matter if the force gamemode is turned on. They can still change to Creative and fly.
ALSO.. If Force Gamemode is off, that person can be in creative mode and the server won't switch the players..
Force game mode (on/off)
When enabled, this option forces all players into the server's selected default game mode upon logging into the server. It is disabled by default, so that the server will preserve the game mode that a player was in when they logged out.
Have her turn on Game Mode, double-check that player is a normal user and turn off the realm (Switch), and turn back on to boot all players in the realm. IF there are players, have the admin send a broadcast before letting them know the realm is being rebooted and have them log back in after a minute. I attached a screen shot of what that player should look like.

I asked the player today when i logged on which mod they were using to fly. they responded an X-ray mod that allows you to fly, see hidden ores/redstone, and underground. This link is a link another player on the realm provided me with to show the player flying around. You can look through the pictures at the top of the page and see multiple shots of the guy in the air. I am curious if there is a way to prevent him from using the mod.
After performing some research, all they have to do is press x to enable x-ray. Did you create your world via SinglePlayer or LAN? I'm not 100% sure if the mod modifies the game files OR the world files..
I couldn't find a command you could use to prevent the user from using the x key.
If someone isn't playing by the rules, they are ejected!! 10 players can play at one time leaves very little room to cope with people not following the rules.
