I thought Bluehor was going to be our base of operations. Although, a secret underwater supermine or tech facility would be nice. Hidden resource facilities are always useful, as Minecraft is very much resource based.
Underwater mine sounds good but in practice I don't think it would be very safe, 1 small accident could mean a flooding.
It should be a few layers under the ocean floor. An underwater city; especially if it's made of glass or only one layer; is expensive, fragile, and overall, impractical. It's biggest benefit is a morale boost and intimidation.
