Any time I start a server, both modded and vanila, the server loads but neither I nor my friends can join it. It says that the server is overloaded but I alocated 2GB to a vanila server for 2 people, and neither of us can join. Can someone help ?

Please post your startup script (in your run.bat(sh) etc) Even a very slow processor should let a few players join, if the server is just vanilla. Also, does it say anything in the console when a player attempts to join? (it's usually a 2-3 line message).
There is the possibility that you are not even able to connect to the server. Things that can prevent that are improper port forwarding, a firewall/antivirus blocking inbound connections, or you and your friend are attempting to connect to the wrong address.
Also, there is a slight chance you were trying to connect to your server while the Minecraft sessions were down etc. (It's highly unlikely, though). You can check the status of Mojang's services with this tool: http://xpaw.ru/mcstatus/

I'm going to assume that by "i3 2x3,07", he meant an i3 dual core processor at 3.7 ghz (although that itself doesn't make much sense).
A dual core and 4 gb of ram will be quite a stretch for running both a server and minecraft itself.
For 2 people, he may be able to get away with 1gb for the server, 1-2 for minecraft, and 1-2 for Windows, but it seems that the server is just becoming overloaded.

I have ran a Minecraft server and client on the same computer with 4GB of RAM and this processor: http://ark.intel.com/products/54834/Intel-Core-i3-2377M-Processor-3M-Cache-1_50-GHz (annoyingly slow). It was possible for at least 1 player to join, even while Eclipse was running in the background. What you mention is possible, but I believe the problem is being caused by something else.

Is this server hosted on the same computer you use to connect?
How much ram total does the computer have?
What's it's processor?
Also, this may seem irrelevant, but it can actually cause this:
Is your system time set correctly?
Like, literally, the little clock in your taskbar. Is it the correct minute, hour, date, etc?
