That yaml parser doesn't tell the full story. I still see things wrong with the file, try reading what I left, and then looking at the file itself to see what I mean.

I honestly have no clue where you're getting at mate, I don't use tabs. My notepad ++ is set to spaces only.
Edit: I'm also running the .yml file on my local server right now.
Just saying there's some unecessary things in there, such as the "users" section (when you have no defined users). The permissions too, but I would venture a guess that you left it in for example. As of right now, your file could be simplified to this:
Of course, with some more examples put in, as well as multiple rank-ladders, you can get a bit more of a fledged example (and, to be honest, Pex isn't worth it if you are only going to use the most basic of features):
With some example nodes built against essentials, you can see many things here, including denying perms, the correct way of using a '*' node, inheritance, separate rank-ladders, and a bit of the modifyworld plugin (only allowing guest to chat, but letting member build)
There's numerous spacing errors in all of these files, and you left yourself as the highest rank for the first two. I seriously suggest that you read through the pex wiki (and maybe even google around a bit on using YAML) so that you can better these overall.
