I am not sure why they need an entire update for technicalities. Didn't they already do a MAJOR internal re-write during 1.8 and 1.9, which is why those updates took so long?
But why assume that they rewrote the whole thing in one go? That would definitely be the most dangerous route to take because the more you change the more bugs can slip in. So it's definitely best to spread it out a bit.
This morning Dinnerbone confirmed that internal block states will be replaced entirely by each block having an entirely unique ID. Which is pretty darn awesome.
Well, on the fair side this has been known for a while now. Check the 1.13 update page on the wiki (it's against the wiki rules to post stuff without quoting proper sources). But that doesn't make this news any less awesome of course, thanks for sharing!
Still... when looking at that page again I think I have to disagree with my own comment here Grumm told us that he was working on it, but you share a full and direct confirmation. I'm going to double check again and probably take the liberty of adding this link to the wiki as well, because it is an official source and actually adds something new (a direct confirmation!).

Agreed! One way or the other this is pretty huge. I'm seriously hoping for more block variants to come out, like terracotta & concrete stairs for example.
