I would like to create a texture/resource pack. I am making a Mario Kart level, and would like to make the wool more solid colors, and grey wool look something like asphalt. Is there a program where you can create a texture pack easily?
Never ever eeevvvvah use Microsoft Paint... it's garbage and needed to be scrapped as soon as it was implemented.
If you want some good pack making programs, GIMP was already noted, Paint.NET is a good one (both are fairly useful for pixel based development from what I've heard. Also you might find use in Krita if you're trying something a bit more painting based development. Photoshop if you have the green to work with also is a good program... a bit clunky at times but still good.

I wouldn't think that making a texture pack for your map would be worth it; our friend Taiine would know all about it. I suggest just using the wools as they are, and black or grey hardened clay for asphalt.
