As far as I can tell it will just move things from one dropper to the other over and over again with no indication of the change other than which part of the circuit is lit. Which is a pretty weak definition of a clock if thats what you would call it.

I'm not a restone expert, and seeing as this isn't in the redstone section I shouldn't be expected to be, so my first thought when someone said clock was something that kept a rudimentary track of time. or at least counted in some way. The comparators detect the item in the droppers and send out a signal that moves the item to another dropper that sends out a different signal thereby creating a CLOCK.

I sense sarcasm in your post. But seeing as the OP just posted this in the Recent Updates and Snapshots section with no actual explanation at all I don't think you can get overly annoyed by people like me who didn't immediately pick up on what we were looking at.
I assume by this that there is in fact a better what to do this? That doesn't waste resources and take up all that space? Although using the droppers could give you control over the length of time between the signal switch. Correct?

Lever controls whether clock is on. the two repeaters can be adjusted to change the delay time on each edge (that is, one of them can control how long it's off, the other controls how long it's on). Extra repeaters can be added to one or both sides to create longer delays, if necessary.
Basically, the provided "clock" is a tad expensive since you can get the same pulses with an adjustable comparator clock as in the image. It's still an interesting use of the dropper, and would probably be most useful when the items they hold have some bearing on the desired mechanic. Both droppers could start empty and a hopper placed atop the top one and hidden; then you need to drop an item into the hopper to activate the clock.
On the other hand, you could just control the input of a comparator clock with a hopper and a furnace for A similar effect (Hopper drops item into furnace, furnace emits signal to comparator, which activates a comparator clock like the one I pictured). I guess it would save on comparators if you really needed to use one less comparator for that specific mechanic, though.
One up facing dropper.
Comparators can take redstone power depending on how full the inventory is.
