There has been a noise emanating from the local library that my father has been hearing for the past few months. The noise started just weeks after we moved into our new place. The town is not that large, so there is not a lot of background noise other than the one emanating from the library. It is believed to be the ventilation system in the building. There are two playgrounds and three schools in its vicinity. No one seems to notice it.
My father has contacted the library, council people, and the local authorities, but it was a failed attempt. They acknowledge the sound exists, but ignore that it is there. Also requests for a decibel reading were ignored.
No? Why would I? If you read the post, I clearly stated that it was in fact emanating from the library and is most likely the ventilation system. The tones change in frequency by the current temperature.
Could be paranormal. It's loud as can be and no one seems to notice.
It *might* be filed under disturbing the peace if they refuse to do anything about it, and he could probably sue them if he has proof that it damaged his hearing, and it was coming from the library. They probably won't do anything about it, considering that its ventilation.
Any sort of description as to what the noise actually sounds like? I have a similar problem at my school's library where the alarm gates at the entrance/exit make a high pitched ringing. Either I'm the only one who can hear it or the people working at the desk have a terrific ability to block it out.
I'm super sensitive to electronic noises. If I'm trying to sleep and there is a laptop or television or anything electronic that is on and it's on the same floor as I am I can hear this audible little noise that varies from a buzzing to a light ringing that drives me absolutely nuts. I always knew in school when someone had a tv on in their classroom because I could hear the ringing. So it could be that your father is hearing some kind of electronic device be it a television or the desktop/laptop computers in the area or even cell phones depending on the frequency and how sensitive he is.
On the other hand, it could be something paranormal. I won't go into the library near my house alone anymore because it seems like every time I'm browsing the shelves or just looking around I will hear someone whisper my name. I'll turn around and there is no one behind me, or if there is someone I'll be like 'Hey did you say something?' and they're always like 'no' and just look at me like I'm nuts. It seems louder if I'm alone in a section, and doesn't happen at all if I have a friend or one of the library techs with me. I'm not the first one to report this, the library has accounts going all the way back to the 50's when the original building was built of this happening, seemingly to random people.
I would tell your dad to see an ear doctor and get his hearing checked. If it turns out to be sensitivity to electronic noises there may be something they can do about it. I got special ear plugs for when I sleep that only block out those noises so I can sleep in silence without worrying that I won't hear my dog barking or the house alarm going off.
Oh yes, and stuff like that drives me crazy.
For example, my roommate had a laptop charger that would blink an LED and in unison with it produce a high pitched whine on the border of audible level. He swore he couldn't hear it but I sure wouldn't stand it and insisted he unplugged the damned thing when not in use.
As for your case, if it makes the noise during the night, file an official complaint.
I hate those. The charger for my shaver and toothbrush make an especially annoying high pitched noise so I only charge them during the day when I'm playing video games and not while I'm sleeping.
My subwoofer does make a slight low pitch hum.
I can hear it better at night time though.
I can hear a "the Hum" coming from somewhere just outside my neighborhood. I never investigated where it could be coming from. I hear it primarily when I am upstairs and it is a lower sound than what my subwoofer makes. It never fails tho, I will hear it and think I left the sub on, but I go over there and it is already off.

That is a worry considering you can here it from that distance, You can barely hear mine unless you put your eat close to it.

Local authorities, if that counts, have been contacted before. They don't seem to care and ignore its existence.
