tbh, I Used To Write Like This :/. But, i stopped and now i dont have to waste 1 minute of my life typing a sentence when i could be doing something productive

I Hope I Haven't Irritated Anyone By Typing This Fairly Pointless Sentence Like This With Capitals At The Beginning Of Each Word. I Am Deeply Sorry If I Have Upset Anyone Who Is Offended By My Very Awful Grammar.

It's pretty weird to see it happen, but I have 3 ideas of why, and it could be a combination of the three even for just one person to do it.
English not being someone's native language. Other languages, like German, have very different rules of how and when to capitalise something. Someone who is used to that may capitalise words at times which aren't suitable in English. This can also happen even if a native English speaker isn't used to English grammar when they're writing something. If it weren't for the internet, most people wouldn't write at all.
Similarly, like Gman and ChUg_TrAiN mentioned, it's a style of writing taught for titling books or works, so it looks more like a complete and official name than a sentence fragment or phrase. So, when a phrase is something like a sentence fragment, someone may be tempted to use that style of writing, and it could eventually become a habit.
There's quite a few typing interfaces and games which can automatically change letter case from lowercase to uppercase or vice versa, which may result in UPPERCASE WORDS being changed to only keep the First Letters Capitalised, or lowercase words being Made Capitalised as if they were each the beginning of a message.
