No, it's solid. It would surprise because people have been taught to think it as liquid. Technically, it's an amorphous solid, that is, it does not have a regular particle arrangement.
The reason that old glass is thinner at the top is that it's always been thinner at the top, because we didn't know how to make glass that has regular thickness until the 19th century. We put the thinner side at the top so that it wouldn't break under the pressure.
