With an ID I'd turn it into the police. Without an ID, if I didn't know whose it was, there's no point in turning it in. You can't exactly put out a PSA saying "Who lost $200 last week? Come claim!" so the police would just keep it anyway. xD I'd probably donate it to some charity if I didn't need it for food though. xD

If it's just a random wallet, no ID, with 200 dollars, of course I'd take it. It's not my responsibility that you dropped your wallet without your ID in it. Now, if it had the ID in it, I'd turn it in. But, it doesn't, so.

Fun fact: In the United States (Unsure if it works the same way elsewhere) you can drop a ID/Drivers license into any mailbox and it'll be returned to its owner.

Any form of identification at all, mail it back to them if an address is listed (or even hand deliver it if near by and within driving distance), or drop it in to the police.
Also, I find it interesting that there is a larger percentage of people aged 20-29 than there is of people aged 10-19. Curious.
It has nothing to do with honesty, it has to do with who's stupid enough to not have any form of identification in their wallet. Of course I'd keep the money, it's not my problem that someone so carelessly dropped it for anyone to pick up.
In London, I found around 600-1200 pounds on the ground in bills, and I really wanted to return them to someone. But since we didn't exactly know who to give it you, we ended up giving it to the security guards.
I'm from Ireland, but if I found a wallet with no credit card, Leapcard or any ID in it, I would take the โฌ200. It really is your fault if you dont put any ID, your never going to get it back even if someone was honest.

The guilt would eat away at me for a month or two, but I'm way too desperate to turn down a gift from fate like that. $200 could feed me for a couple weeks with the right planning.
ID: go personally to the address, knock on the door and ask if the specific person is available.If they are, ask to speak to the person and see if they "lost anything else." If they don't mention the wallet, hand them the ID and leave. If they mention they lost a wallet, ask them to describe it and if they do properly, give the whole thing back, all contents included. If they describe something otherwise, say you found their ID at [insert location] and give it back to them. Keep the wallet, if they didn't mention it they probably don't care about it or it just wasn't their wallet for some reason. (Patrick Star's "It's not my wallet!")
No ID: If the wallet is nice, I replace my old one. If it's not so nice, I take the contents and throw it in the trash.
