You can make weapons, you need to find the blue prints to them. Although you can only make certain weapons. The dart gun and the death claw gaunts were the only ones i remember actually being good.

Most items are used in weapon recipes while others are mainly useful to sell for caps as a low-level player. Once you get far enough in you shouldn't need to rely on selling cigarettes to make bank.
Otherwise, if you get the Rock-It Launcher you can shoot most of that assorted garbage as a projectile. But I've never used that gun because it's so clunky.

Later on in the story you will become a member of the Brotherhood of Steel and get their T-45 armor. You can't opt out and the game forces you to do it. So just play through it.

Yes. Provided your repair skill is good enough you can repair a gun if you have the same gun in your inventory. In FO3, the condition you can repair a weapon to is tied to your repair skill. A character with maxed repair skills can totally fix a weapon without have to fear any condition penalties.

A: Depends on the item. You should be more specific. Although even the worst item can be use with the Rock-It Launcher you can get in the game.

New Vegas is the better game and the better Fallout, but Fallout 3 has much better atmosphere and a much more interesting overworld. They're both great in there own ways. To OP, play both and decide, it's a matter of personal preference.
